Partially based off of discussions android-zura have had on how Scarlet would act like around the Reach, and also because Parks and Rec joke.But yeah, Scarlet acts like a huge flirt because he knows its annoying (and it's mostly directed towards Black).

As patient as he is, I doubt B'arzz would have much tolerance for Scarlet and his nonsense.
Probably after a rumor starts going around that there actually was something going on between Scarlet and the Ambassador (though it's obvious that it was Scarlet himself that started it), and the Ambassador responds with another 20 bucks and telling Scarlet to "go annoy Black".
The rumors promptly go back to being "What the hell are the Head of Security and the crazy red one to each other?", and Black is more than a little pissed off.
Meanwhile the Scientist and Jaime are grateful that this time they got out unscathed.
