Usually a guy dressing up as a harem girl is so common that collectors of comic book dressups, like myself, don't even count them or dressing as an old lady.
It's only the addition of the guy wearing incongruous high heels that make this one worthwhile.
Plus Swing With Scooter has an interesting history. It started as a DC humor title about a British singer deciding to retire to America and about his misadventures trying to live a normal life.
About issue ten DC decided the sales weren't there so they sort of said, the hell with it, changed the art style to a more cartoonish one, abandoned the singer bit and made it pretty much an Archie clone.

True, and they are always attracted to the disguised guy no matter how many real and pretty girls are around.

The usual excuse given is that the guy is attracted to the disguised guy because "you're different from other girls."
So maybe, with that line he may or may not know the truth about the 'girl' he's chasing.
