Description
A Simple technique tutorial, inspired by my wallpaper! 'Stella240552 & The Space Cat' [link](Also, this is my favourite technique.)
You have to read from bottom, follow the Space Cat Family to the top, and found the starry sky.
Enjoy~
P.S. I forgot to mention that this guide is for Photoshop user, but I think other software can do the same thing.

The stars turned out kind of dull I think. I have Photoshop Elements 8 and I couldn't find the "Blending Options" thing.

The pink photoshop is mostly done specially for this tutorial, not the real one. However you can change the color of 'selected item'
You have to go to 'Windows Color and Appearance' setting (somewehere inside Control panel)
and change the color of 'Selected items' into anything you like.
