Caracas, parece meio surreal. E dá pra notar uma excelente harmonia entre as pinceladas, o foco delas e a relação com os elementos da imagem. Isso é que é técnica certeira.

Is he ruling the ocean? the ocean have a mind? is he lost? the ocean is friendly? (i hope yes) he is danger?
