Interesting effect. Β Have you thought of doing a radial blur layer and then painting out the figures? Β Just, you know, wondering. Β Because that was the first thing I thought of when I saw this.Β

I did do a slight zoom blur, but did not want to lose too much of the environment to it, so I just left it very slight.
