It will be recognised that there are two approaches to dealing with Balthier's vest:The first involves an eye for incredible detail and either sufficient draftsmanship/dogged determination to render it or enough cleverness to simplify it in a satisfying fashion.
This is the second.
Otherwise, I don't really know what he's looking at. Fran, perhaps?

You know, he'd reminded me of someone all along; I couldn't quite place who.
I would love to colour him, but he's given me quite an attitude every time I've tried. So far, it's.. man.. Balthier - 3, Ramie - 0 .. at least.

Balthier strikes me as the kind of man who will not co-operate with your petulant demands unless there's something very good in it for him. Which is probably why he and Fran go together so well xD

Twenty-four? You think so? Boy must be a genius; rather ahead of the curve I'd say... I mean, I would have attributed half-a-dozen each to -Accepted Behaviour Regarding Fuzzy Ears- and -Older Than You, Further Elaboration Unnecessary-, which doesn't even touch on -Metal Thongs Are Practical Battle-wear, Not An Advertisement- or -Hard To Get? Playing? Oh Hell No. Go Away.-
Furthermore, now that you mention it and I think on it.. he *does* limp a bit, doesn't he? Perhaps not so fast a learner after all...
In addition, *gazes nonchalantly off into the distance* ... the term 'fanfiction' carries such a negative weight in some circles, you know? I prefer to think that I read Directed Literary Experiments; variations on a theme, as it were. Soo... sorry.. I am (somewhat to my embarassment) no good at turning people off of writing fanfic, particularly when I know going in that the person in question can actually spell and form complete sentences, as well as be funny as hell without even seeming to try.

I haven't experimented with literature in such a manner for quite some time...on my side are the merits of my age, experience and ability to form a sentence in which the commas are, generally speaking, in the correct place. Weighing heavily against me is my fan-nerdiness, which will make complete and utter sappiness VERY hard to avoid.
But I do need a reprieve from colouring Balthier, and since my drawing skills are below par at best, this is my best way of annoying people with Balthier/Fran mush.

And there you have it, Ladies and Gentlemen: That which keeps maintains the delicate balance of the universe. Men are men, which fact alone is enough to make us want to kick them quite a lot; yet they are delightful to have in our pants, which virtue is enough to cause us to hold off on all but the most deserved abuse.
Age, Experience and Comma Awareness collectively put you in the top 5 percent of fanfi-- ah.. authors of experimental literature by default; so as far as I am concerned you've nothing to fear. I also submit that authors who are not only willing but highly inclined to explore the Delicious, Delicious territory of Complete and Utter Sappiness are right up there with dark-chocolate-and-raspberries when one is compiling a list of things that are Truly Wonderful.
Soo.. - le sigh!- .. I would consider nerdgasming of the Balthier/Fran mushy variety to be a bonus. Big bonus.

I think you came to a better summary than I did, I liked this one.. ... but then I am occasionally prone to bouts of rampant immaturity. I do crave your pardon.. they're typically very short, then I'm right back to my usual maturity and poise.
Neck-nibbling? Really? How peculiar.. I can't think of any sensible reason why that would be there, although I can think of several naughty ones, so I suppose we'll just have to deal with it as best we can.
