WICKED AWESOME PICTURE.
But here's the scoop: Stanley and Vincent and Heather have nothing to do with jack in SH4, except that Alessa and Walter probably knew each other.
The whole "#7" thing is Stanley's identification number for Brookhaven Hospital's morgue puzzle, symbolising his death. Got nothing to do with Billy and Miriam Locane (who are actually those creepy baby things you see that point at Henry and attack).
As for the whole "birthday" schtick? Remember that the first number given is 31st birthday, which is approximately how old Alessa would be were her life still her own. Alessa split with Cheryl when she was seven, seven more years passed until SH1, which makes fourteen. Heather goes with Harry, turns seventeen. That'd be 31. As far as 24th, the second number, take away seven year from 31, seven years spent as Either Alessa or Cheryl.
So basically, it's just the town being creepy

Andddddddd Spoilers about Mister Stanley Coleman that I must say at this very second that are spoilers to anyone who hasn't gotten through the Hospital in SH3 yet at least twice!! *deep breath*
Okay, here's my theory. Stanley was alive in the hospital when Heather got there. He left the diary and the doll, Heather read it and left the doll, Stanley would go and pick both the diary and doll up and leave it in another room. So you have to find the diaries sort of in a "right" order to get them all. @.@ Theeeeeeeeennnnn when your later talking to whoever on the phone (I'm not sure if it's Mr 11121. hehe) They say about Leonard that he is the "murderer". My theory Leonard killed Stanley. THE END XD
