Do you notice the shocking resemblance to the Looker? It's actually a conspiracy that the Looker is the tenth Doctor.

I know, when I was making him I was actually kind of worried about making him look too much like Looker.

Well I guess that's hard when the Looker's design is based off of the Doctor. Or is just coincidentally wearing the exact same thing, and has the exact same hair.

Not just his design, the way he acts, too! He refuses to tell you his name, and says he's trying to stop Team Galactic from tearing a hole in the fabric (or wibbily-wobbily ball) of Time and Space. When you meet him, he shows you an ID, which upon closer inspection is blank. Also, I retain the head-canon that Pokeballs are bigger on the inside. The Looker always travels with a companion, and he runs a lot. Hmm... 'Who' do we know 'Who' does that sort of thing all the 'Time?'
