Not exactly.
I drew her mane and tail entirely based on other pictures of her.
Whether it is based of rainbow dash I don't know, but it does kinda look that way
Then again many OC manes does

That kinda reminds me of a stream
The dark strokes look like little waves
But yeah, a very interesting design
