It's painted. I haven't really found a technique for making nebs in Apophysis that I like yet.

Nope, it's literally just random. Everything that I make pretty much is - it's all trial by error. Usually, I'll start off with a base haze of color and work in different brushes. Then it's color editing and layer blending... I simply follow that concept as I add more and more.
