The reason why they are above 75 in the later games are because those legendaries that are level 70 and up are usually only found and caught in the aftergame of the game. Legendaries that are part of the main plot usually go from 30 to 50. Legendaries after the main plot are usually 60 and up because then you are around those levels when you find them.
