Because he isn't sadistic and wouldn't pass the time by picking a kingdom at random to declare war against. He also wouldn't demand that the people practice (virgin) human sacrifices every month, or offering newborns to be slaughtered. He probably wouldn't threaten people into agreeing with him either. He also isn't a cannibal. Not to mention that he's kind and strives for peace instead of bloodshed. And he's a guy, so he's NATURALLY a better KING then Chess, who should - theoretically - be a QUEEN. Furthermore, he's older than her, and has a few extra years of experience, and has probably studied kings and stuff in school, so he should have a basic idea of what needs to be done, and he knows about other stuff that Chess doesn't know because she was homeschooled (VERY poorly; her dad was more focused on other things). Also, Gabriel is more emotionally and mentally stable than Chess is, and has fewer mood swings. Also, according to TV Tropes ([link] ) Gabriel is the heroic type, and Chess is dumb crazy brute who can't find a club. Not a hard choice, really. Gabriel is also the Child of LIGHT and he's the hero and has a prophecy backing him up. What does Chess have? A demon. Even a demon can't fight fate.
THEREFORE, Gabriel is the better ruler.
