Amnesia - Empties his mind to forget his woes, raising his specuial attack as well as he returns to his old self for a few moments.
Water Pulse - He raises his hands and a pulse of water comes from him, possibly causeing confusion.
Disable - Uses psychic powers to stop an opponent from using their last move.
Zen Headbutt - Very unlikely to see him doing this, he'll ram his head into his opponent while the gem on his crown surrounds it with psychic power.

Accessory: The bandana around his arm was a gift from First Mate AKA Nook.
If the crown on his head comes off, he'll forget everything it has enambled him to learn.

Markings: The scar on his right leg came from when he accidentally got in the way of a hook while his shipmates were unloading cargo.

Personality: As the type of Pokemon he is suggests, he’s extremely slow. He’s very gullible and goes with the flow, not really caring what direction he’s going in. He’s a big daydreamer and ends up talking to strangers about the ideas he comes up with. He may seem dumb and probably is but he has his clever moments suuuuuuuure
After his evolution, he's changed quite a bit, being more subdued and thoughtful. It will be less likely to confuse him and abuse his slow self, but he'll help all he can. Seems more sad now.

Talents: none He makes little doodads and jewelry, specially with sea shells and other free things he can get his hands on. Umm… good with… listening… and… serving others cabin boy forever
After evolving his abilities are better, and he's become adept at remembering what he hears, able to learn many things. He focuse on stories and likes to retell them.

Weaknesses: He’s afraid of the dark and thunder storms, and still needs some sort of night light on, this mainly due to the pranks his old shipmates tormented him with at night (ex. putting spiders in his boots while he’s sleeping etc.).
He'll loss his newfound brains if the crown comes off. He's too afraid to see what will happen if he does, even though he sometimes wishes it wasn't there. He get's several headaches, but is managing to cope with them.

Background: Hugo was left on a merchant ship by his aunt who was supposed to be taking care of him after his parents disappeared. The first mate took responsibility of him as none of the other toughened sailors wanted a baby.
Once Hugo was old enough, he served as the Captain’s cabin boy, waiting on his every need. Sometimes he was more trouble than he was worth, but the captain kept him on board at the wish of his first mate. Hugo would have become a full-fledged sailor if he was a bit… quicker with his learning.
When he turned 17, the first mate suddenly disappeared from the ship, leaving Hugo at the mercy of his mates. The captain tried to keep him on board, but without the first mate to fix every problem Hugo made, they only managed to keep him for about a month.
When they made port in Tarqua, Hugo was dropped off with a pocket of a few coins and well wishes. Hugo, being who he was, didn’t understand that this was abandonment, but saw it as an opportunity. He saw merchants at their stalls, selling their wares, and new this was what he wanted to do. So with his dopey smile on, he joined the Merchant Guild, but has yet to figure out how to start his dream business, whatever that is.
After completing his evolving mission, he dissapeared for a few weeks, only to re-emerge as someone who looked less like a hobo. He travels around Ghagonn, giving advice and telling meaningful stories. It will be hard to adjust to this new life as people were used to his adorable dumb self.

Other:
-Since he was on a ship all his life (they never let him off in fear he would get lost) he has permanent sea legs, having a funny gait whenever he walks on land.
-Whatever emotion he feels, it’s always portrayed with a dopey face.
-He may be searching for the first mate who took care of him, but no one knows as he isn’t even sure.
-He'll still try and complete Sachi's 100 favors (or howveer many) but he will try his best not to get anymore.
