And there was a similar looking doctor (with the circle thing, crazy face and MAYBE white hair- I couldn't tell because of how...... strange the coloring was during that whole scene and the anime) in The SoulTaker, which was done in 2001. [link]
Plus there have been some serial killers who were in the medical field too. Like Dr. H.H. Holmes.... He built chambers in which people were gassed, and he set it up so that he could hear their screams in his "Murder Castle"... a hotel. Some people believe that Jack the Ripper was a doctor, or at least had some medical knowledge.

It's pathological for a serial killer like Jack the Ripper to have some level of medical decree, I suppose... I dunno, I guess that in their sick minds, they'd want to do their jobs efficiently as well, right?

they both have LIGHT colored hair, which is more than enough since people don't regularly HAVE light colored hair unless they're at least 40 or so years old

Some people see their first white hairs in their 20's or even their teen years. Plus, people can always dye their hair. And it's common enough in media that TV tropes has pages for it!
