Out of all of the forgotten characters, she is probably the most recognized.

She is NOT forgotten I used to draw her and tails EVERY FREAKIN DAY. I don't draw her much now but I could never forget her

You can define forgotten in different ways....
First, she's not in use by Sega or their partners anymore, so she's forgotten. Pretty much like e.g. Mighty in the games series (he still appears in the comics though).
She doesn't get that much fanarts, except for a hard-core Tailsmo fanbase and some very few people giving her some tributes every now and then.

ya but sallys not rly in anything anymore and cosmos rly popular 2.some more that are forgotton are mephiles,egg robot,uncle chuck,rosie the rascel,minic the hedgehog,bunnie rabbit,(sally is forgotten as not in anything anymore),rotor the walrus,snivley and maria robotnik,Antoine D' Coolette,Dulcy dragon,scratch,grounder,and coconuts the robots,sonic and sallys cousins,and last(i think)tails' uncle.ugg i cant beleive how many are forgotton!
