Who knows what goes on in the mind of a Machiavellian sociopath like Waller. Unfortunately, A LOT of her plans tend to end with lots of unnecessary collateral damage and long-term misery. Hopefully, the heroes of Earth-27 will overcome.

Nygma had cancer when the League broke him out of Arkham (resulting in the death of Cluemaster's first wife). I suspect the League wanted his help in planning the Cataclysm and traded that for a quick Lazarus bath to cure his cancer.

I’m guessing in early 2007 after Starfire left earth. She had spent one last night with Dick before departing but she has no memories from 2007 up until her return in 2014. Since she wasn’t pregnant at any point after that (since we DEF would have heard Babs say that), it can be assumed that she gave birth in early-mid 2007 and something traumatic happened that caused her to block out the memories of her own child.
