Tomoko is a character from a manga/anime with a long title so "Watamote" for short, basically she is a loner that try to make friends but fail on it.
She and Fluttershy are kind of similar on things like be shy, insecure and don't be able to talk with other people, etc, but Fluttershy is completely cute, she see the good in all the people and got tons of friends while Tomoko is kind of adorable in a creepy way and she assume the worst of all the people and thats kind of the reason she only got one friend.
