In the actual anime, yeah. But in the Abridged series, which is where the "Super Kami Guru" version comes from, he caused the drought on Namek by drinking all the water. (In his own words, "How do you think I got so fat?") He then pinned it on the White Namekians, essentially promoting genocide to get away with his actions. He reveals this to his rightfully pissed off people, figuring he'll die before they get a chance to exact vengeance. Unfortunately for him, he doesn't die as planned. Until the Namekians exact bloody revenge by messily tearing him apart (with the heavy implication at least one cannibalizes him).
