I hope you can see this is some kinda robot having fun in the water, probably taking bath .
This one take me maybe about one week and it actually stared as next matte painting practice and finished like this...
Hope You'll like this piece, this is my second matte painting ;]
Software: Photoshop CS5
Tools: Wacom Intuos 4 M
Time: about 5-7 days, nor sure

Wow, this has such a quirky surrealness, almost a tripped-out feel - but in a perfectly ordered and totally controlled way, as if the robot swimming is imagining it all!! Wonderful!!

It's cool, but I wouldn't call it matte painting, since in my mind matte is about realism. It looks kind of two dimensional.
