That's a pretty good fantasy version of world disaster management. Another fantasty I would like to imagine be that instead of using helicopters, the vehicles used for airlifting and other jobs that helicopters do would be small airships. A pretty good disaster for a rescue airship to perform would be airlifting a cruiseliner or freighter that's severely damaged and is unable to reach the shipyards in time.

Or they may be lifted by service dragons... frost dragons obviously, so they could be useful for controlling wildfires too. :-P
