Apocalypse has lived for over 3000 years, and is the first mutant to ever live. So naturally he has more experience then Gogeta. Also, he can absorb powers from other mutants, including Rogue, who can take powers from anyone. He has taken powers from powerful beings, many of which are already more powerful the SSJ4 Gogeta.
