Description
The crimelord known as Populace has his hands in nearly all the street crime in Eastwater. Drugs, Guns, Human Trafficing, if something illicit is going down odds are that his organization is behind it. A smoothe talker and busniess man, he prefers not to get his hands dirty, he leaves that to his assistant Sapphire. The only time he spent in prison was recently when Mach-6 was able to bring him in for aggrevated assult, he didn't even spend the full time in prison as he made an escape during the breakout at the Dam.

Powers and Abilities: While not one to get his hands dirty he can if need be. He has the power to replicate the strength and durability of anyone within a 500 ft radius, adding all of it to his own impressive strength.
