Prepare to be collected. 0_0I only took a couple of liberties with the design, mainly the arms (looked a bit stupid when I tried to do them from the one screenshot I found with some semblence of a full Collector). But I'm pretty happy with it.
The reason it looks like it's trying to figure out if it's raining or not is that it's going to be Harbinger soon. I'll upload when direct control is assumed.
Collectors are owned by the Reapers, who work for Bioware.
