Ability: [Strike Mode] When at half HP, the ATK, S.A., and SPD of Porgaper sharply increases. Its defenses go down one stage.
Pokedex Entry: Porgaper circle the perimeter of Avarup's most vibrant city, making sure that no foreigners get past its gates.

Trivia:
All of the Pokemon listed in here are exclusive to the Avarup region, which is a project I've had in mind for some time.
This Pokemon's ability alludes to how HR-H turns into HR-E during the boss battle you get into in Kirby N64. Pokedex entry also alludes to a fan theory on HR-H/HR-E's behavior.
And I noticed this kind of looks like a lizard/robot/centaur thing d:.

Looks sorta like a bird. (Then again I see everything as a bird) So I took the first letter, I would keep the HR seeing as its a reference, Or possible H(whatever letter you want) - (What its model is). Eh, not the best, but it might give you some ideas.

Hm. *thinks* I think I'd go with HR-P since HR-E/H is on Shiver Star, though I don't know if albatrosses are found near chilly places too. I'll think over it some more.

Albatrosses occasionally fly to chilly places being Migratory, but they avoid arctic regions ^_^
