I thought that Aldebaran, Dohko and Radamanthys wanted all the hair for them, so they concentrate their powers and leave some people without eyebrows...like Mu, Ichi, Tatsumi...

And the real reason he hid behind the mask was, he didn't really want anyone to know that the source ofhis power was three stacked unibrows.

The browless ones just had ones that lost a fight. It's a brow eat brow world out there. Except for the Lemurians. Their brows have ascended to a higher form of being.
