Lol, first you have to mark/select the place you want to rotate with the Free Select Tool (or Lasso Tool). (it's on the first row, third to the left)
Then click the Rotate tool. It's the first left one of the 5 blue square things.
Then just click on your drawing, and rotate with the square on the line.
And it only works on your chosen layer
