Eeyup I later found out that the gentleman who does the gold leafing (who is from California) had previous engagements and wasn't able to finish the pilot in time for the festival.

Yep. Every winter the locomotives go down for maintenance; only one is available for the festival since the other is almost completely disassembled. The 119's pilot was in the enginehouse without paint at the time since the contractor who was supposed to paint it didn't finish in time.
