Little Amber Earring was taking her first swimming lessons in Canterlot children's pool. This time her aunt Sweetie Belle takes Amber and her friend Rainfall (daughter of Rainbow Dash) to the pool, and this was the moment when Rainy's fear of water was revealed.

Well, I believe it isn't necessary since she doesn't have any signs of breasts yet. She could wear it (like Amber) but she does't have to.
