Well, it depends on what type you want to make, if it is an Ocean Liner or a Cruise Liner, and believe me there is a difference between the two! After you decide that Lay out the hull, Remember this though since this is a Passenger's vessel, the more passengers you have the bigger the ship and the bigger you make it the more amenities you will need to think about that would be in the vessel.
So if you go for an Ocean Liner this is what they are like:
- They are fast;
- They plow through the waves making them able to travel through oceans with no structural issues;
- They are rather big since they are made to cross oceans;
- They are able to serve in wars as a Troop Transport or even a Hospital ship;
- They usually carry Immigrants and very rich people who want to travel;
- Ocean Liners don't have a home port they just travel anywhere;
- They are usually very luxurious;
- The color scheme of these ships are almost always black and white, the hull being black and the superstructure being white.
- They are slow, but can go fast if needed;
- They are not made to cross oceans (all the time), they are made for entertainment and leisure;
- Cruise Liners always have a home port, meaning they will always come back to that port no matter what;
- You would usually see families go on this type of ships or rich old people;
- They are very family friendly but can be luxurious as well;
- These types of ships have an extravagant color scheme and can feature cool designs along the hull or superstructure.
I am sure there is more than I am missing, but this is a like watch out sort of thing if that makes sense? haha

I would like to add
# the more passengers onboard, the more life saving equipment is needed
# the bigger the ship, the more firezones and water-tight compartments are needed
# the bigger the ship, the higher the target profile she gives to shoot at with guns, bombs, missiles and torpedoes
# ocean liners do have a home port, the QM2 is based in Southampton

Based on the Normandie, except for the fewer funnels?

The Normandie, the Bremen, the SS France (Funnel wise), the Queen Mary (Keel wise), and the Queen Elizabeth 2 (Communication Tower wise). Overall, the ship is amazing!
