When Pika was banned from battling, Skye was kept under watch by an agency that would check if Pika was ever used in battle. After a decade of perfect conduct and some inner discussions about Pika's case, Skye was given the chance to have Pika battle again, for one time.
Skye uses this opportunity to battle against Lt. Surge for a rematch to finally fight off the face of his self-loathing and ruined hopes and dreams.
Skye invites Ash to come as moral support (and to keep him from bitching out when he gets to the gym).
The match cuts close, but Skye and Pika win! Skye is rewarded the Thunder Badge and he cries, Pika cries, Ash cries- everyone bawls out of relief and happiness because a decade of pain is finally brought to an end (for the most part).
This all takes place prior to Skye going to Kalos, as this event made him realize he could do things he thought he couldn't, which causes him to ultimately go with Ash.

This event is very huge for Skye and Pika's characters and story, so it's possible that I'll get around to fully writing this event out someday. hopefully. . .

Lt. Surge is never mentioned to be a war veteran in the anime, but he is in Greyverse, which I think gives a good reason to why he and his Pokémon are brutal battlers. Though, I don't know what war he even fought in. Raichu is covered in scars from his time saving Surge from enemy fire.
