CorelDRAW essentials. You don't need to use that specifically, though. Any vector art program (like Illustrator or Flash) will work.

Not bad at all Slap, in fact I'm impressed by this! Tonguey is a rather hard character to draw, which I know from experience myself as a matter of fact. I'd say you caught the tongue and her necklace excellently, way to go!
