Sometimes. Most figurines and cakes have inedible support structures in them such as wooden skewers, aluminium wire, straws, etc...

I do, if i'm making dummy cakes for display. Or sometimes a customer may want a 3 tier cake, but only have 10 people to feed, in which case they may choose to have 1 or more tiers made in foam instead of real cake.
