Clip Studio Paint and Manga Studio 5 (PRO or EX) can make custom brushes.I use CSP 1.5.2, so interface might be different to MS5.
Well, it's a bit complicated to make brushes in CSP, but it's worth!
I think I'll make more tutorials to share my experience about CSP.

this is great ; _ ; and my problem is i don't know why i can't check the "Use for brush tip shape" from material setting for brush... em using Clip studio paint pro ver 1.3.8
do you have any idea why??

Sorry for replying late. I think you might use Vector layer or screentone image. You need Resterize it into Raster Layer.

You need to use a tile image to make brush like that. I think in this case, a scale texture looks more natural than brush does. I remember I've ever seen a large texture of scales like that somewhere.
I will the next tutorial for scales in the weekend.

You need an image of scales, and choose Tiling in Step 2.
