I'm confused. How is using it "for adoptables" and using it "for random OCs" different?

what i mean by the random oc thing is people using the base to draw their own ocs (characters they have either bought or designed themself) for whatever purpose, like how (an unfortunate example, but the clearest I can think of ) people used traced bases to draw their ocs over.
I think that makes sense? Like, people used my other free to use base to draw fanart of things like adventure time.
