from ProjectComment here, wanted to leave some advice i think could help.
1.the texture of the papre dosent fit with the look of the character, it makes it look unaturall and out of place. maybe if u picked an untextured background and just stick to a solid pastell colour or a dark purple or pink to fit with the colour palette of the characeter an simoultainosly make it more appealing.
2.consider adding more deapth to ur character, like adding stronger shadows and defining hair strands more, for example here Colour/Light Study , se how the artist uses strong shadows and lighting to portrey a stronger more lively character. on the matter of hair i recommend using a broad brush stroke tekning, like in the drawing i linked u see the hairstrands are made with broad strokes and by using a lighter colour to convey light and darker hair colour strokes for more deapth.
but other than that cool oc.

Your texture is using a paper structure in original? Could that be? I wonder, because, the texture does not convince it was. It is not an appealing texture, more like a blotting paper.
The slight white gloss effect shouldnt be cut underneath the photo, in my opinion. Or is it a filmlayer of dust, like someone opened an old filesheet in an archive, and this is what we see, too?
The Fringes on the paper border are nice. I just wonder what happened to the file sheet D:> a fire? and it was saved in the right moment - ?
In general, I like the photo, but the shading could be more notable. The light comes from behind up-left and so the right side of her hair could be less lighted. All in all it suits her personality and the history of people saddleing her with spite.
The story is promising dynamics: A new people in neighbourhood. And then even in holy land, that could have led to aggression by the elves but instead they count on diplomacy....if the humans are that way either??

This is an interesting way to do a ref. I've never seen it before- reminds me of a wanted poster in a (good) way. Kyra seems pretty kind from her expression. I wonder how she'll be able to cope with summoning a shadow dragon though.

I can't wait to find out myself. I tend to let the characters tell me how they would act in the moment. I like to let them develop.

Kyra sounds like a pretty cool girl. It's sad to hear that she's being bullied, but hopefully she can turn that around once everyone finds out how badass she is! ;3 I wouldn't mess with someone who could summon dragons if I were them.
Her character design is cool, too. The fact that her dragon is an evil shadow dragon sounds rather ominious, though! :0
