I can't think of anything you haven't already heard...but the only thing that's ever really worked for me (and trust me, I tried LOTS of things) is practice. whenever I think of something to draw, I draw it. When I can't think of anything to draw (this can last anywhere from a week to many months for me XD) I don't draw. Then I think of something to draw after a while and I draw some more.
it might not be the fastest way to get better...but it's steady enough, and like I said, nothing else really works for me.
