Description "Fear is the foundation of any security service." 

Victoria Rosenholz, out of the three ranking members of the New Path, has by far the most surprising background. Born to Mistral nobility in the years preceding the Siege, she lost her parents under mysterious circumstances and was raised by an Atlesian aunt for most of her life. 
Even at a young age, she had a fascination with the macabre and the terrifying, and her hobbies included "vivisections" of her dolls, much to her family's disgust. She also expressed a fascination with the physical traits tied to aura, and her studies in this field gave her an unexpected-but not unwelcome-knowledge of the places on the human body that were the best upon to inflict pain. 

the Youngest of the "Big Three" of Butler, Heydrich and herself, Rosenholz was poised to enter Atlas academy when the New Path began its rise. She was swept up by the energy of the organization, and was among the "First Thousand" to join the Pathfinders.  Assigned to Butler's personal bodyguard, She quickly rose through the ranks. 

By the time of Butler becoming Chancellor, 15 years after the Fall of Beacon, Rosenholz had already formed the core of what was to become the State Security, or "SS." She recruited like-minded individuals, who shared her passion for the New Path...and appreciated the power of fear, which Victoria felt was a trait that Humanity could harness to help confront the problem of the Grimm. 

In her role as Butler's "executioner" she is tasked with locating and securing "Rogue Aura-users" and either recruiting them into the New path or...censuring them. 

Some say she idolizes Cinder Fall, who she bears a striking resemblance to. Indeed, some have even gone so far as to say Rosenholz somehow IS the infamous terrorist, reborn in a young body. Victoria does nothing to dispel these rumors, feeling it adds to her reputation...and fear factor, going so far as to adopt a hairstyle similar to the "False Maiden."

Her mysterious adjutant, Katarina, is supposedly traumatized by her childhood in Vacuo, hence her muteness.  despite this, Katarina is one of Victoria's best agents, often ferreting out conspiracy while still in their infancy and infiltrating the other kingdoms almost at leisure. 

In terms of home security, No one is more faithful to Rosenholz than Renard. 

one could be forgiven for being surprised at his membership and his manner: he grew up in a loving home in Vale, with his family prosperous and generally unmolested by the trials that the city faced. Nevertheless, He possesses an almost pathological hatred of the Huntsmen, with his mother often finding him firing at Beacon tower with pellet guns in his backyard. He dreams of the day when he can close his hands around a Hunter's neck and watch the lights leave their eyes. 
Renard, in his own twisted way, believes in Justice, and sees nothing wrong with executing someone on the spot if they are caught committing some wrong. His most recalled action was when, encountering a Cuckoo chick left in the nest of another bird, he replaced the chick with those native to the nest before crushing the interloper beneath his foot. Superfluousness and "inclusiveness" are signs of weakness to him: RESULTS and AFFIRMATIVE ACTION matter the most. 
 Renard often comes off as a smooth talker and a mildly threatening "jackboot" meant to intimidate. Only when his true face is revealed do people see he is more than just an errand boy....

Yes. Except they aren't lead by Himmler. Which does make them slightly less evil (key word slightly). I'd like to discuss something with you.

Well.. Okay. I've made a lot of RWBY AUs, myself. I'm working on one, that you might be interested in. If not, I'd understand. A RWBY WWII, AU. I'll be looking for an artist soon. But, you're probably too busy. 

Story so far? Weiss' family is scattered. (Her mother in, let's say Vale, Winter in Mistral, and her stuck with the Jackasses that are her father and brother). Her father has been illegally selling to both sides. Due to their German heritage (and one ancestor, never giving up German citizenship), Himmler comes knocking down the door. Literally. He orders his soldiers, 'I don't care what happens to the others. The Führer wants to 'talk' with Jacques.' 

They spread over the Schnee mansion, kill the servants, violently and graphically kill Whitely, and bring Weiss to Himmler. They drag Weiss' father, by his heels, back to Berlin. Weiss escapes, and flees to England. Meets Ruby and Weiss, (American, as are Jaune and Pyrrha) and Blake (French). They work as spies for the Allies, and often fight the SS along the way.

basically anyone with an activated Aura and training how to use it. And not this does not just apply to Huntsmen or Academy students: Torchwick, Adam and Raven all had use of their semblance and of those three, we only know Raven had Huntress training.

Because when someone shows clear signs of mental instability the correct course of action is to pu them in charge of your elite forces.

I'd honestly love to see a conversation between her and Nemo; two characters who know specialize in finding the threads of someone's psyche and ripping the open.
