He is Soundwave, well, in the Japanese Headmasters cartoon, him and Blaster had an epic fight that ended in Soundwave exploding via a punch (yeah... don't ask) while Blaster succumbed to his wounds.
Soundwave was remade as Soundblaster while Blaster was remade as Twincast.
