actually I use Ibis Paint X 
all you have to do is open the layer thingy and choose the one you want to put the effect. Then you can see the « normal » thing. You press it and then you have two options;
-Fusion modes
-Screen tones
Take the screen tones and then you have all the options to make the effect.
