In my opinion, the pricing in the regular dex is just right. Hey, Death Company is 20 points a piece.
P.S. An option to take a heavy weapon is really sweet.

but the death company are 20pts because they have rage, cannot capture objective, and are limited to one unit per army.

Good point, actually. Death Company was the closest thing I can compare the plague marines to stat-wise. In my opinion 23-25 is the right price for a Plague Marine.

I assume that Toughness 4(5) means that they are subject to instant death at Strength 8?

Basically if they have to make a toughness test, like against some Dark Eldar weaponry, the value they'd roll for would be 4. The 5 is just for rolls to wound.

did you miss where the blight grenades are assault & defensive grenades?
I made them I3 to represent their slightly sluggish, bloatedness without just giving them slow & purposeful. Also to make them not just "marines with FNP"
