Well, let's put it this way, the main "gag" of Happy Tree Friends is that there's an innocent, sweet saccharine world, full of bright smiling adorable creatures, all decked out in pastels and bright colors, one where you think nothing bad has happened nor ever will happen. And then all of a sudden OH SHIT ONE OF THEM LOST AN EYE WHAT THE FUCK AAAAAAAAAH.
It works better when it's unexpected, or a bit of a surprise. Now, this doesn't really apply to long-time fans, but... See, when you see a bear in an ARMY UNIFORM, you start to think "there was/is a militia", which leads to "there might be war" suddenly, the setup of a nice bright happy peaceful world that suddenly and unexpectedly goes to shit gets a little... undermined, so to speak.
That, and when was the last time a golden books or a child's cartoon had modern army men in them?
Conclusion: Flippy is an over-rated bear-shaped sack of dongs and the Flippy Sues are exactly what the show and the fandom deserve for liking his stupid bear penis so much.

Well, not all female characters with military outfits are the Flippy-sue.
Once I made a character, who was supposed to be a soldier, but not any Flippy-sue, but someone called my character a Flippy-sue only because of an outfit.

That's why added on the multiple personality, the super friend making part, and the I love Flippy! thing. Non-Flippy Sues usually don't suffer PTSD, only knows him as a friend, and doesn't really care.
