It's Luca and an IceWing character I haven't revealed before, named Borealis.

Borealis is one of only two IceWing's who were able to attend the Jade Mountain Academy through all the drama. The other IceWing being Glaze. Borealis was able to attend because he actually grew up in the SkyWing Kingdom, since his mom moved there while he was still a little dragonet. He barely remembers the IceWing Kingdom, but he mostly remembers it wasn't very fun.
Borealis' scales aren't as cold as most IceWing's, though they are somewhat chilly, and his ice breath isn't super strong.
When Luca met Borealis he even noted how Borealis' mind was totally different than Glaze's - it felt more like a SkyWing's mind.

They definitely weren't immediately together when they met or anything (in fact, Luca had more interest Glaucus - a pure SeaWing - but that didn't really go well...)
But they became friends (partly over the fact that they both feared something ironic - like Borealis was scared of going to the IceWing Kingdom, and Luca was scared of going underwater) and Borealis helped Luca on some of the prophecy stuff.

After the moons and world have been saved though, I imagine Borealis and Luca eventually grow closer and get together. I don't have what future careers they might have worked out yet, but I imagine they'd be the types to adopt one or two dragonets (maybe even hybrid dragonets - or maybe not)
