The director of MLP, he decided to keep Derpy's eyes like that, which wasn't suppose to be in the first place. Me and a lot of others agree. So it's his fault for even though he told the animator, back in episode 1 in MLP about the animation error. The animator didn't want to fix Derpy's eyes. So that explains everything and that's one of the reasons ACTA is involved. The director and the animator both screwed up MLP, it's like some kind of pwn.
