This is VEIL, a hybrid Pokemon born of a Female Tyranitar and a Metagross.
He has a metal plate fused to his mouth, sealing it shut until his final evolution. So, instead of eating rocks and soil like a normal Larvitar, he liquidates soil/stone via his horn and his tail.
His tail, is composed of thousands of tiny wires and fibers- the wires produce heat to make his horn/tail exceptionally flexible.
His eyes are robotic.

Honestly, with Veil I had the urge to make a picture of him JUST to make sure I could describe him correctly in the story once I introduce him.
