The shirt would NOT be that tight. Make it looser. Clothing does not stick to people like that. Unless he's sweaty.

You're using Poser? Talk to Qsvgitguy because my idea (which he approved of) is to take a snake model, remove the head, and replace that with the stinger/'mouth' of the tail. So you can expand the tail to fit victims (keep in mind that Cell's tail isn't form-fitting; it's two bulges or possibly even a long one that wrap around the victim like a sleeping bag) while also having rigging done.
Hope that helps! Also, for some reason I'm half expecting the two female Saiyans to be on Sonya's menu.
