Indeed, i think Celestia wants to free him after a talk with Luna, i do think they have more background story otherwise Celestia wouldn't feel a tad bad about him being lcoked forever so CLOSE to her (her garden) So she wants to let the elements unlock him, as emotionally it's to hard for her to do herself.

We all know its cause Celestia secretly loves Discord... That or all the chocolate milk.

I suspect Celestia learned her lesson about keeping chaotic beings trapped in stone.

What could Celestia be thinking? Discord may be one of the few other seemingly immortal characters in the series who could have provided Celestia with companionship over the centuries, but unless she really believes he can reformed this is way OOC for her. I wonder what back-up plan Celestia has in case if Discord's reformation fails? Will the Elements work again or will he hide them again? What will happen~? Ugh, so many questions and no answers in sight.
