I tried to make it like Noble Six or Master Chief, their faces are a mystery.

Not really; Spartan III's are given the same base armors which might make him look similar to Carter (Noble Captain), but their permutations (including shoulder armor, chest pieces, helmets, color etc.) are different. Carter has a different helmet, color, and armor pieces. The lower part of the face is not enough information to conclude it's Carter.

The Spartan in the picture above isn't based off of any other Spartan, just a standalone Spartan. Like said above, I wanted to keep that mysterious feel, so I hid the rest of his visage. Sorry if I went into too much detail.

true, he does have cobalt blue armor and that style armor is different. well either way, fabulous job Hellsing
