Belka is actually a country and is located in Europe. Think like those movies or shows where there's a fictional country. They tell you which continent is located, but not the exact location.

Ah. That makes sense.
Although, I CAN think of an example where that's NOT the case--Warnerstock and Ticktockia in Wakko's Wish were shown on a map to be in between France and Germany, and both of them were fictional countries.
