I would say he is more of an Antihero then a real bad guy. But there are those that would argue.

He's interesting because he is sort of the dragon Rango must overcome, but not through violence. I wouldn't say he's an antihero, though, as he isn't a protagonist and not really a foil to Rango. In addition, he displays a sense of morality and honor at the end of the movie.
