Well, Its not a sniper rifle, it's an A.M.R. or Anti Material Rifle see the PMG Hecate II

It was designed as a heavy battle rifle, so naturally thats ammo for close quarters.
The grenades are for general mayhem, and the armor piercers for long distance shots, or when needed else.
